Abstract
This article analyses a new European Commission map
detailing the Critical and Strategic Minerals (CSMs) potential across the
continent. It reveals a distinct geographical divide: Scandinavia and Finland
emerge as "Very High" potential powerhouses for lithium, cobalt, and
rare earths, while Central and Southern European nations (like Germany, France,
and Greece) hold "Medium" potential with specific strategic assets
like copper and bauxite. However, the map notably omits the Western Balkans—a
region holding massive, though often contested, reserves. Serbia houses
Europe's largest lithium deposit, while Albania possesses the continent's top
chromium reserves. Ultimately, the article concludes that while the data proves
Europe has the geological resources needed for the green transition, turning
this potential into economically viable mining requires
overcoming significant environmental, social, and political hurdles.
Introduction
As the European Union races toward a green and digital
future, the conversation often centers on wind turbines, electric vehicles, and
semiconductors. But behind these technologies lies a silent, critical enabler: critical
minerals. A comprehensive map of Europe’s CSMs potential, prepared as part of
this article, paints a fascinating picture. While the continent has
historically relied on imports for many of these minerals, this data reveals a
significant, unevenly distributed treasure trove beneath European soil—one that
could define its strategic autonomy for decades.
The northern heavyweights- Scandinavia and Finland
The map showcases a clear regional divide. The Nordic
countries—Sweden, Finland, and Norway—emerge as the continent’s undisputed
mining powerhouses, coloured in the deepest green indicating "Very
High" potential.
Sweden stands out for its massive deposits of Rare Earth
Elements (REE) and Copper. Finland, equally impressive, boasts strong resources
of Lithium, Cobalt and Nickel. These countries are not just resource-rich; they
are leading the charge toward sustainable mining. They are well-positioned to
ensure a domestic supply chain that doesn't sacrifice environmental standards—a
stark contrast to many current supply routes from countries with lax
regulations.
Central and southern Europe- A mixed bag of potential
Moving southward, the potential becomes more varied.
Germany, France, and Poland fall into the "Medium" (yellow) category,
but they possess distinct critical strengths. Germany, despite being a heavy
industrial consumer, holds viable deposits of Tungsten, Graphite, and Lithium.
France has assets in Tungsten and Bauxite (aluminium production), while
Poland’s significant Copper reserves and REE potential give it a crucial role
in the energy transition.
The Iberian Peninsula (Spain and Portugal) operates in the "Medium" category for overall potential, but their specific strengths lie in Lithium and Copper. While their overall resource availability isn't as vast as Scandinavia's, they remain highly strategic players for the EV battery supply chain.
The Mediterranean and eastern flanks- Gems in the southeast
The map highlights Greece, Romania, and Bulgaria as
possessing "Medium" potential, but with highly specific, valuable
assets. Greece is particularly notable for its Bauxite and Nickel resources,
while Bulgaria holds strong potential for Copper and Gold. Romania’s critical
mineral portfolio includes significant Copper and Graphite potential.
The missing piece- The strategic potential of the western
Balkans
The published map omits the Western Balkans (Serbia, Bosnia
and Herzegovina, Montenegro, North Macedonia, and Albania). Yet, experts widely
regard this region as one of Europe’s most critical—and contested—mineral
frontiers.

Serbia holds the most immediate
intrigue. It possesses the massive Jadar lithium-borate deposit, which is
projected to be one of the largest lithium mines in the world, capable of
supplying 90% of Europe’s current lithium needs. Despite its enormous economic
potential, the project remains stalled due to deep environmental and social
concerns, highlighting the delicate balance between "mining
potential" and "mining viability" mentioned in the map's legend.

Bosnia and Herzegovina has
significant potential for Iron, Zinc, and Copper, though political
fragmentation often hampers large-scale extraction.

North Macedonia and Montenegro also
hold promising deposits of Copper and Zinc, serving as somewhat overlooked
resources in southeast Europe.

largest chromium (chromite) resources in Europe, a critical mineral essential
for high-temperature alloys and stainless-steel production.
Conclusion- From data to reality
As the "Europe at a Glance" box notes, the EU has
"resources of all critical raw materials." However, the map's legend
makes a crucial distinction. Potential versus Economically
Viable Mining. The color coding proves that the minerals are there—from the
giant green resources of Scandinavia to the specialized yellow deposits across
the continent, and the untapped potential of the western Balkans. But for this
map to translate into reality, European countries must navigate a tightrope.
They must accelerate permitting processes and investment while satisfying the
environmental and social movements that are rightly wary of expanding mining
operations. The data shows a continent that no longer has to accept supply
vulnerability; the challenge now is turning potential into responsible,
domestic production.
